What is the Government doing to encourage flat owners to do the right thing and allow pets?

The Minister keeps talking about encouraging flat owners to do the right thing and allow pets, but he did not answer the question put by Lady Wheeler: what are you actually doing to encourage this?

Lord Greenhalgh replied for HMG: My Lords, we have set out a model tenancy agreement that encourages wider pet ownership. It also ensures that the landlord must give a clear reason why they will not accept a pet. This agreement strikes a balance between making it easier for responsible tenants to keep pets and ensuring that landlords are not forced to accept them.
