A Bill calling for Clean Air as a human right has attracted cross party support ahead of its Second Reading on Friday morning (10am, 8 July 2022) in the Lords. The legislation is being called Ella’s law in the hope that it will stop others suffering a similar fate to Ella Roberta Adoo Kissi-Debrah, who died of air pollution when 9 years old and was the first person to have air pollution put as an official cause of death.

Why are the government hiding the fact that English local authorities now burn far more of your household waste than they recycle? A few weeks ago the government put out pages of statistics on the decline of recycling in 2020 and blamed Covid. Some journalists printed it, most ignored it, none looked at how it fitted a long term trend of recycling flat lining because incineration has increased.
Green Party peer, Jenny Jones, met campaigners on the outskirts of London last week to see for herself how the building of HS2 is threatening a large proportion of London’s water supply and impacting on local environments.
The London Mayor, Sadiq Khan, has said that he is “proud to join with Baroness Jenny Jones and Rosamund Kissi-Debrah to support this Bill in Ella’s memory, as we know that Clean Air should be a Human Right.”

My Clean Air Act is top of the Lords’ ballot for private members bills which means that it stands a good chance of getting through all three stages in the Lords, before moving into the Commons. The bill aims to protect the public against air pollution which is one of the biggest public health hazards of our time and responsible for tens of thousands of premature deaths in the UK. I’ve been working on this issue for over twenty years, but this is my best chance to get the government to take decisive action.
In 2018, a staggering 540 people were injured or killed every week in Britain. That is the most phenomenal cost in all sorts of ways. It costs the NHS; it costs the emergency services; it costs social services to mop up after these collisions and injuries, some of which of course are life-changing. We have lawless roads, and the reason for that is that road crime is not treated in the same way as regular crime. The problem is that many drivers will pay as much attention to these changes in the Highway Code and the guidelines as Boris Johnson did to the Covid rules. Continue reading “Highway code changes”
The last week before the Festive break had two days of Report Stage of the Police, Crime, Sentencing and Courts Bill. The Lords have tabled hundreds of amendments to the original bill and Jenny spoke to amendments on the confiscation of mobile devices, child abuse sentences, road death sentences, mandatory minimum sentences, IPP sentences and Friday releases. If you make protests impossible to perform legally, criminalise non-violent direct action, abolish or restrict the ability of citizens to challenge the Government in court through judicial reviews, turn people against lawyers, gerrymander the election boundaries and dish out cash in the way that looks best for Conservative MPs, that is deep, dark politics. Many of us here are not particularly political and perhaps do not see the dangers inherent in what the Government are doing. It all seems like a calculated ploy to turn all the cards in favour of an unaccountable Government that cannot be challenged in the courts, at the ballot box or on the streets.

At some point in history, it became acceptable for people to be killed by cars—pedestrians and cyclists. Other drivers just became collateral damage for our car-obsessed culture. There seems to be a horrific gap between the penalties for killing someone with your car and killing someone in any other way.
Road safety campaigners ask that we do not use the word “accident”, because that presupposes that it was accidental. It prejudges the situation, and that is clearly not right when something might come to court. They ask instead that we use the words “incident”, “collision” or even “crash”, but not “accident”. There is also an argument for saying that we should not use the words “road safety”, because that is the solution to the problem; the problem itself is “road danger”. We have to get our head around these differences, because it changes the way we perceive such situations.
